The hasty manner in which the Panchayat elections were announced and the schedule unveiled has raised suspicion over the motives behind the move.
Some political observers feel that it is a weapon being used by the Chief Minister N Kiran Kumar Reddy to obstruct the decision on the Telangana statehood issue.
With the model code of conduct coming into force with the poll announcement, the Congress leadership will be forced to hold back the announcement on carving out a separate state.
It is said that Kiran had personally ensured that the process was hurried through and the arrangements made for the Panchayat elections.
The core committee of the Congress is expected to meet on July to discuss several important issues, with the Telangana problem being main on the agenda.
However, doubts are now being expressed if any policy decision could be taken because Panchayat elections were announced and code of conduct had already come into force.
It may be recalled that the AICC leader and state Congress affairs incharge Digvijay Singh had announced during his recent visit to Hyderabad that the Telangana issue was in final stage.
Singh also said that the Chief Minister Kiran Kumar Reddy, PCC chief Botsa Satyanarayana and the Deputy Chief Minister Damodara Raja Narasimha were asked to come to the core committee meeting with road maps on both keeping the state united and bifurcating it, to create Telangana.
Despite the Chief Minister's known opposition to the state's bifurcation, the Congress central leadership has decided to send across positive signals on creation of separate Telangana state to garner public support in the region during local polls.
